Russell remembered by district board;
at-large position remains vacant

A moment of silence began Wednesday’s board meeting in honor of Ron Russell, at-large MHCCD board member. Russell died Feb. 19.

In a statment at the board meeting, Ralph Yates, board chair, said, “I would not have done this had it not been for him.”

The discussion about who will fill Russell’s seat was not raised during Wednesday’s meeting.

According to Yates, this was out of respect for Russell. “We are not going to rush forward on this,” he said. “We are going to be deliberative. This could take several months.”

According to Yates, they first have to agree on a process, which will be debated and discussed in public.

Acording to ORS 341.335 subsection 3, “when a vacancy is declared under subsection (1) of this section, the remaining board members shall meet and appoint a person to fill the vacancy from any of the electors of the district if the position is one filled by both nomination and election at-large, and otherwise from any of the electors of the zone from which the vacancy occurs.”
